It requires transformed processes, new technology and effective internal change as well as new behaviours on the part of the "customer".

European Regional Development Funds are distributed through the DCLG to less advantaged areas throughout England for agreed projects. The TESA Project was conceived to transform the way the European Regional Development Fund is managed by England's nine Government Offices and Central Government by introducing a new web-based system and a set of streamlined business processes. It also makes more effective use of DCLG information resources through the provision of dedicated ERDF and State Aid websites.
Metaskil was engaged by DCLG as its project delivery partner to establish the business case, set out requirements and specifications, run the procurement for the system development, manage the third-part developer and implement the system into the regional Government Offices.
